Andrew’s practice is focused on zoning, land use, real estate law, government relations and municipal law. His areas of concentration include development agreements, rezoning ordinances, code enforcement, intergovernmental financing agreements and complex transactional matters.

Prior to joining Burch & Cracchiolo, Andrew served as the Town Attorney for the Town of Paradise Valley for 22 years from 1998-2020.  He oversaw high quality growth and development that strictly adhered to the ordinances and zoning codes that so deftly sets Paradise Valley apart from other municipalities in the Valley. Under his tutelage, Andrew guided residents, custom home builders, developers and business owners in the establishment and expansion of building projects including the Montelucia, Mountain Shadows, Sanctuary, Camelback Inn and Ritz-Carlton (Paradise Valley) resorts.

Andrew received his J.D. from Arizona State University in 1986 and his B.S. in political science, magna cum laude, also from ASU in 1983.  He served as intern in the Office of the Administrative Assistant to the Chief Justice of the U.S. Supreme Court; research and drafting speeches for Chief Justice Warren Burger in 1982.

Biography

Prior to joining Burch & Cracchiolo, Andrew served as the Town Attorney for the Town of Paradise Valley for 22 years from 1998-2020.  He oversaw high quality growth and development that strictly adhered to the ordinances and zoning codes that so deftly sets Paradise Valley apart from other municipalities in the Valley. Under his tutelage, Andrew guided residents, custom home builders, developers and business owners in the establishment and expansion of building projects including the Montelucia, Mountain Shadows, Sanctuary, Camelback Inn and Ritz-Carlton (Paradise Valley) resorts.  He provided legal advice/interpretations of laws/statutes to the Town Council, Town Manager, Mayor, Police Department, Department heads, Boards, and Commissions, including reviewing, evaluating, and recommending approval/modification of legal documents such as contracts, deeds, and bonds; drafts/interprets Town Ordinances; represents the Town in Maricopa County Superior Court and State of Arizona administrative proceedings.  Andrew also provided legal advice to Town staff in general on matters such as zoning, land use laws and condemnation; contract drafting and public bidding laws litigation management; code enforcement advising and prosecutor supervision; public records and open meeting laws; telecommunication, wireless facilities, antenna site leases, and cable television licensing issues; and employment and administrative law matters.  He had significant interaction with citizens on Town zoning code and other code provisions and worked directly with vendors, public utilities, or other public agencies in negotiating and drafting contracts.  Researched and   Andrew managed the Town Attorney's Office, including preparing and monitoring the budget and coordinating, assigning, and reviewing the work of office support staff and attended Town Council, Planning Commission, Board of Adjustment meetings and meetings of other Boards/Commissions as necessary, including the non-profit Paradise Valley Mountain Preserve Trust.  

As Deputy City Attorney for the City of Peoria from 1990-1998, he crafted agreements with the Padres and Mariners related to Spring Training, including the initial 20-year use and development agreements, the Peoria stadium land acquisition and construction, stadium area rezoning for private development, and intergovernmental agreements related to financing of the Peoria stadium.  Andrew has also navigated several rate cases with the Arizona Corporation Commission.

Andrew has significant experience in lobbying on statewide matters and drafting of state statutes, municipal ordinances, resolutions, and contracts.  He has extensive experience in handling condemnation, sales tax, bankruptcy, and collection matters and some exposure to personnel, EEOC investigations, civil litigation, and criminal prosecution.  Andrew has experience in commercial litigation, municipal prosecution, and insurance defense, particularly medical malpractice law.  He has conducted prestigious research and speech writing internship at the United States Supreme Court.
